Skills Development Project for Youth in the Eastern Cape
The Amathole District Municipality (ADM) and the Construction Education and Training Authority (CETA) are pleased to announce the start of a skills development project that will provide the youth under the ADM with the tools they need to improve their chances of employment and starting their own business.
With young people making up 74.4% of the unemployed population, the Eastern Cape province has one of the highest unemployment rates in the nation. This project is in line with both the National Skills Development Plan (NSDP) and the National Development Plan (NDP), which highlight the importance of youth employment and skill development. The project will be launched on 13 August 2024 at Cuba Community Hall in Butterworth, dance.
The project’s primary goal is to give young people employable skills in the construction industry, which is one of the driving forces behind the nation’s infrastructural development and economic progress.
Through three learning programs:
– Unemployed learnership (for 100 learners)
– Apprenticeship (30 learners)
– Unemployed artisan recognition of prior learning (ARPL) (for 40 learners).
The project will train 170 learners. Students will acquire 70% of their learning in the workplace and 30% of their training in theory and simulation in a variety of construction trades, including carpentry, electrical, plumbing, and bricklaying. The ADM will assign learners to several local municipalities, each of which has projects related to the learning areas that the learners will be trained on.
Throughout the project, learners will get toolkits, supervision, stipends, and personal protective equipment (PPE). After completing the project, students will receive certification and an assessment.
For learnerships, the project will run for a maximum of 12 months; for apprenticeships, it will run for 36 months. It is planned for the projects to begin on September 1, 2024.
The following results and impacts are anticipated from the project: enhanced youth employability and skill in the construction industry; increased female and youth participation and representation in the industry; increased economic and social development of the ADM and the Eastern Cape Province; and increased contribution to the NDP and NSDP goals and targets.
The Construction Education and Training Authority (CETA) together with the Amathole District Municipality to offer various skills development opportunities to the unemployed in the Eastern Cape.

These initiatives include:
Artisan Recognition of Prior Learning (ARPL): in plumbing, electrical, and carpentry.
Learnership: in bricklaying, electrical, plumbing, and carpentry.
Apprenticeship: in CETA trades.
These programs are designed to foster social, economic, and employment growth within the Amathole District through targeted skills development.
